NV Energy Requests Waivers From MTAB

Dave Rickton of NV Energy (formerly Nevada Power Company) presented plans for changes to the Reid Gardner Power Plant at the Moapa Town Advisory Board meeting held Thursday, January 15.

The proposal would allow NV Energy to relocate two of the large evaporation ponds at Reid Gardner to the top of the Mesa and expand the landfill for waste to the south. “The current landfill has reached its capacity.” explained Rickton.

The current ponds are to be restored to an undisturbed status. The new ponds will be a series of ponds which will take 3 to 5 years to be moved.

Seven waivers of development standards were requested as part of the presentation. Waivers included outside storage, on-site paving, landscaping requirements, off-site improvements, dedication of future right-of-way, parking requirements, and trash enclosures. Rickton explained each waiver request to the Board which raised little question. Landscaping in the front of the existing plant was suggested and requested as part of a beautification project.

With the cost savings from the waivers, Schrieber expressed a desire for two soccer fields to be constructed in Moapa as part of the deal. Rickton explained that he felt that soccer fields would not offset any impacts in relation to NV Energy. “We have to get approval from our regulators,” stated Rickton. Rickton said he would be meeting with County Commissioners in the next few weeks as the County Commission has a final say on the approval of any stipulations.

Discussion took place between the audience, Rickton and the Board as to what benefit Moapa will see from granting these waivers. Attendees expressed a concern that the community would see no benefit from granting the waivers but that Las Vegas residents would reap the benefits.

A motion was made by MVTAB member, Lyn Wren to approve all items contingent upon two soccer fields with solar lighting, landscaping in front of the existing plant, improvements to Hidden Valley Road, Muddy River Valley Irrigation dispute to be settled prior and flood improvements. The motion was seconded by Don Davis and passed with unanimous approval by the Board.
