MVTAB Prioritizes Road Paving Projects

The Moapa Valley Town Advisory Board (MVTAB) revised its wishlist for local road paving projects at a meeting held Wednesday February 25.

Every two years the MVTAB sends recommendations to the County on how to best spend the community’s allocation of gas tax funds. A prioritized list of road paving projects results. The funds are then used to complete as much of the list as possible.

At its meeting on February 11, the MVTAB listened to public comments suggesting roads to be included in the list. Residents of the east end of Liston in Logandale strongly requested that their road be considered. Also a resident of west Perkins in Overton requested paving over the railroad tracks and beyond in the area leading up the Overton Wash.

At the end of that meeting, MVTAB Chairman Gene Houston had suggested that each of the board members take time to travel the dustiest roads in the community and come back with recommendations. At Wednesday night’s meeting, Houston asked the board members for their findings.

Board members began their discussion by giving the criteria they had used to set priorities on the roads projects.

The observation was made that, with many dirt roads, residents had originally bought the property at a discount partly because the roads were unpaved. “A choice was made to build on unpaved roads,” said MVTAB member Guy Doty.

“And they often asked for waivers of paving when they built them,” added MVTAB member Judy Metz.

Board members stated that they had looked for unpaved areas with a “wide community impact” with high traffic and maximum households served by paving.

Importantly, they also looked for instances where recent participation by neighboring residents had taken place in paving projects adjacent to the area. Board members felt it was appropriate to give weight to neighborhoods where some paving had been done and paid for by residents of the area.

With these criteria in mind, Board members had little trouble finding common ground on a top priority list of four proposed projects.

It was agreed that the top priority project should be an unpaved section of Ramos Ranch Road. Board members recognized that much of the paving on the road had recently been done by residents making property improvements in the area. Only about 600 feet of the roadway is currently left to be paved. Board members determined that the road was heavily used with over 29 homes accessing, in some way, from Ramos Ranch.

The second project on the priority list was Wittwer Ave. between Yamashita and Ash. This was also cited as a small segment of roadway that had a large community impact; being at the northeast corner of the Moapa Valley High School. This area had also received participation by a private citizen in the area paying to pave adjacent roads.

For the third spot on the list, MVTAB members agreed with Liston Ave. residents that the section between St. Joseph and Heyer ought to receive attention. But they stopped short of continuing the paving east of that at this time.

The fourth priority project was named as Paiute Street from Jensen Ave. and continuing 840 feet north. This area also met the all the criteria that were being considered by the board members.

A motion was made to recommend these four top priority paving projects to the County. The vote was unanimous.
