Petition on Incorporation Submitted To County

The ad hoc committee for Moapa Valley Incorporation formally submitted its petition to the County Clerk office on Tuesday, July 6. The petition is an official request from the community for the County to perform a full study on the feasibility of establishing a new incorporated city of Moapa Valley. Submitting the petition sets into motion a series of actions which could eventually lead to a formal election deciding the issue of Moapa Valley incorporation.

The petition has been circulating in the community since early April. According to state law, the committee had 90 days from the date that their notice was filed to gather signatures of at least 33% of registered voters in the community. That amounts to at least 1,176 valid signatures needed.

The final petition submitted yesterday bears a total of 1,376 signatures amounting to about 41% of local voters who signed the petition.

A majority of those signatures were gathered at a booth in the Clark County Fair where around 800 community members signed the document that weekend. Another 200 voters signed the document outside of the polls on Primary Election Day, June 8. About 50 more were gathered over the July 4 holiday weekend during the community festivities. The rest were obtained by a group of 22 volunteers who scoured the community gathering signatures any way that they could.

“It really was a team effort,” said Committee Chairman Ben Robison. “We were supported by business owners who took signatures in their stores, individuals who canvassed neighborhoods knocking on doors and people who got their friends together to sign. It was a lot of work and the volunteers put in a lot of hours.”

Now that the petition is submitted there remains a long road ahead for the incorporation process. “While submitting the petition is a huge milestone in our effort, there is still a long way to go before we are ready to make a final decision as a community,” Robison said.

According to Nevada Revised Statute (NRS) 266, the county will now have 30 days to validate the signatures. Once the petition is validated, a complex series of filings and reports must be prepared under a strict timeframe dictated by the NRS. Included in this will be a full report on the advisability and the feasibility of incorporation from the Committee on Local Government Finance.

“The purpose of the feasibility study is to determine if an incorporated city would be financially viable by analyzing likely revenue and expenses,” Robison said. “Once complete, this study – which could take up to six months to conduct – will be available for valley residents to review and ask questions. Residents will then have the opportunity to vote on becoming a city.”

“Incorporation is something that has been discussed for years in the valley, and some say we should have done it years ago,” said Ron Dalley, a longtime Logandale resident. “I look forward to seeing the study and having the opportunity to make an informed decision.”

Committee member Byron Mills stated that, “This is a unique, rural community with its own challenges and opportunities, different from those of the Las Vegas Valley. I’m excited about this feasibility study because it will help us determine if it makes sense to incorporate and thus have autonomy in addressing those challenges and opportunities.”
