LETTER: County Moving Ahead on Flood Projects

Thank you for acknowledging the hard work and preparation of the many government workers who came together to deal with the recent flooding in our area. While there was some damage and disruption of normal day-to-day life, I too am thankful no one was seriously hurt, and we saw how this community steps up to take care of our neighbors in an emergency.

I would also like to take this opportunity to address some of the issues raised in your editorial (The Ambulance In The Valley: Progress, Jan. 5, 2011).

As you noted, there are long-range plans to address flooding issues along the Muddy River, including the Cooper Street area. I think it is important for you and your readers to know what is being done to move those plans forward.

During the last several years, the County has spent more than $17 million on planning, design, permits, purchasing property needed to complete the plan, and the construction of the Gubler bridge, which improved and ensured access for residents and emergency vehicles during a flood.

When finished, the County will have spent more than $60 million and this area will have another new bridge at Cooper Street, and a new flood control channel from Lewis Avenue to the Gubler Bridge.

The County has been moving ahead with both projects and has already secured all the necessary environmental and other permits. Also, the County has purchased or reached agreement on 54 properties needed for these projects, and we are negotiating with the owners of seven more properties we need. We cannot move forward with construction of the Cooper Street bridge and new flood control channel until the County acquires all the land needed. After purchasing those remaining properties, we will work to find the money to build these projects.

In some parts of Clark County a special taxing district would be created and nearby property owners would foot the bill. But, I am committed to seeing these flood control improvements built without increasing taxes on those nearby residents.
