Picture Congress as officers on a luxury liner that is taking on water and about to sink. The lowly ship’s crew are all down in the bilges bailing out water. Don’t you think it’s high time for the officers and even the passengers to get down and help bail. If not, they should get off the ship. It is top heavy and might capsize.
