Breaking the Cycle Court recently graduated two individuals, and Judge Ryan Toone dismissed their charges on March 10. The Breaking the Cycle program celebrated its 10th year in December of 2025.
Judge Toone said, “This program is designed to get to the root cause of criminal activity by coordinating the efforts of the judiciary, the prosecutor, the public defender’s office, treatment and people in the community.”
The courtroom was full of family and friends supporting graduates Brittney Morales and Frances Bute.

Morales has achieved 536 days of sobriety, is excelling in her full-time employment and has a new sober circle of friends and activities. She is also a full-time mother to her daughters. It was hard for Morales to make a speech, as she was quite nervous, but she managed it. She said, “The program has helped me, and I am grateful. I wanted to change my life. I am a new person, and I am going to stay that way.”
Bute has achieved 735 days of sobriety. She has a full-time job and is a mother to her four kids. Bute said, “Breaking the cycle has helped me rebuild my life. Recovery isn’t just stopping something; it is about building something better. Recovery isn’t something you can do alone, and I am grateful for everyone who has stood beside me on this journey.”
Mike Van Hounton always plays a big part in supporting the people in the program.
Every person graduating is gifted with a beautiful support quilt made by a group of talented local ladies. Every quilt is unique to the recipient.
