City Council Approves Vista Del Sol Apartment Plans

The Mesquite City Council approved plans for a high-density, multi-family residential project proposed on a large parcel on Bertha Howe Ave. just west of Mesa View Regional Hospital during a meeting held on Tuesday, Aug. 24.

The plan, proposed by C&N Property Holdings, LLC, would include a 220-unit appartment complex on the 16.76 acre parcel. This would conform to the current zoning on the parcel which allows a maximum housing density of 25 units per acre. The proposal would only entail an average of 13.1 units per acre.

In an opening report to council, Mesquite Development Services Director Richard Secrist said that the plans show large apartments including three- and four-bedroom units. The complex would include both two- and three-story townhomes as well as three-story apartment buildings allowing a mix of rental and ownership units, Secrist added.

The property would feature a 5,312 sq foot clubhouse with a pool and recreational facilities at the center of the site, Secrist said.

Access to the complex would be from two driveways along Bertha Howe Ave. both accessing the site from the south, according to the plans.

Secrist said that a full traffic study had been done on the proposal which included impacts to Bertha Howe as well as all affected intersections in the area. The study found that, even after the project is built and occupied, the levels of service on the streets and intersections would be within permitted traffic levels.

“The study is not recommending any mitigation measures to accommodate the traffic,” Secrist said. “It will all fit within the guidelines adopted by the city.”

Secrist said that the staff recommendation was to approve the plans. “I think that this project will be a good addition over there by the hospital,” Secrist concluded. “And as most of you know, these types of housing units are well-needed in the community.”

During council comments, Wursten spoke in favor of the project.
“Here we are again in a situation where we have workforce housing that we are looking at,” Wursten said. “And as a council we have identified this as the number one thing that we are missing in this city. I am hoping that we can see our way clear to bring in these units.”

Mesquite Mayor Al Litman said that he agreed fully with Wursten. “I am pleased with the fact that there will be some three- and four-bedroom units,” he said. “Because right now there are families in the city where full families are doubled up in two bedrom units. It is certainly not the most convenient or the most desirable way of living.”

Litman opened the item for public comment and no one rose to speak.

Wursten made a motion to approve the plans. The motion passed with a unanimous vote.
